Civil verses Criminal Government

RO 13:1 Everyone must submit himself to the governing authorities, for there is no authority except that which God has established. The authorities that exist have been established by God. 2 Consequently, he who rebels against the authority is rebelling against what God has instituted, and those who do so will bring judgment on themselves. 3 For rulers hold no terror for those who do right, but for those who do wrong. Do you want to be free from fear of the one in authority? Then do what is right and he will commend you. 4 For he is God's servant to do you good. But if you do wrong, be afraid, for he does not bear the sword for nothing. He is God's servant, an agent of wrath to bring punishment on the wrongdoer. 5 Therefore, it is necessary to submit to the authorities, not only because of possible punishment but also because of conscience.
RO 13:6 This is also why you pay taxes, for the authorities are God's servants, who give their full time to governing. 7 Give everyone what you owe him: If you owe taxes, pay taxes; if revenue, then revenue; if respect, then respect; if honor, then honor.
The point I will make is that it is always important to read the Bible in context. Romans 13 has been misread by well meaning Christians, and conveniently misused by evil dictators to gain submission for unlimited power. To obey Romans 13 is to call our civil officials into account so that they will uphold their oath of office, an oath that nearly all of them took by putting their hand on the Bible and affirming "So help me God". Civil authorities are to rule in terms of "good and evil", under God's higher authority, for the good of citizens that do right, and terror to those who do wrong. Those who rule are bound by the same laws as the rest of us. It is the duty of Christians to keep elected officials in check or vote them out of office. Romans 13 teaches the duty of acknowledging a righteous civil government, and no other. As Exodus 18:21 says "But select capable men from all the people--men who fear God, trustworthy men who hate dishonest gain--and appoint them as officials over thousands, hundreds, fifties and tens." America was set up in this republican form of government. Christians are involved in the selection of capable God fearing people to represent society. You will find that the Bible teaches that legitimate civil (not criminal) government is an ordinance of God, and tyrants have no claim upon conscientious submission of Christians in Romans 13. For conscience sake we submit to civil governments and resist criminal governments. With a little friendly persuasion from God Jonah finally warned the Ninevites, and he was shocked that they obeyed God! I pray Christians everywhere will be persuaded to warn America for conscience sake so that there will be revival in our land. God puts the stewardship trust and responsibility of a Christian-founded America squarely in our hands.

A Great and Timely Exposition - Even If Uncomfortably So

This was a very interesting read that I would recommend for anyone looking for a very thorough treatment of Romans 13:1-7 and its subsequent applications.
Admittedly the book took me places where I was unprepared to go and in which I found myself a little uncomfortable.
I was expecting the book to talk about the importance of the text in relating the civil magistrate to a minister of God. And it certainly did that.
What I was not expecting the book to speak to is how far we can (or should) allow the civil magistrate to go - outside its limits set by God - before submission to it is no longer a praiseworthy act of obedience to our Lord.
Written in the mid nineteenth century, the style was noticeably different from modern expositors. It was engaging; but you really have to be paying attention the entire time (i.e. this book is not one of those you can read with a toddler running around being all cute and cuddly and handing you things - you'll need to be in your study, alone).
So if you can get the alone time, it's definitely worth the read. Even if you can't bring yourself to the same conclusions Willson draws, he gives you much to think about; and he provides very adequate Biblical text, and logical rigor to support his exegesis throughout.
Whether you agree with him a little or a lot, this book will absolutely help you think more acutely on the topic of civil government and its Biblical establishment and limits - and those pesky but very important applications we must then draw from the texts of Scripture.
